Tourism deptt issues fresh ‘safety guidelines’ for Shikara operators in Dal Lake | KNO

Srinagar, Apr 18 (KNO): Days after a boat capsizing incident, the Directorate of Tourism, Kashmir, has issued a set of mandatory safety guidelines to prevent mishaps and ensure smooth operations. As per an official order, a copy of which lies with the news agency—Kashmir News Observer (KNO), all shikaras must be registered with the Tourism Department and display their registration numbers clearly. Any unauthorized or unregistered shikara found in operation will be seized immediately, it reads. "Life jackets are now compulsory, with each shikara required to carry jackets equal to or more than the number of passengers. Child-sized jackets must be made available if minors are onboard. No shikara will be allowed to operate unless every passenger is wearing proper safety gear.” Additionally, each shikara must display its maximum passenger capacity, registration number, and emergency contact numbers of the tourism police, disaster response teams, and nearby fire and rescue stations. Carrying valid identity and registration documents while operating is mandatory. Overloading is strictly prohibited and will lead to strict action,’ the order states, the order added. “Boat owners must conduct regular inspections to maintain the structural integrity of their vessels. Those found in poor or unsafe condition will be barred from operating. During hours of low visibility, such as dawn or dusk, functioning navigation lights and waterproof whistles are now mandatory,” the order reads. It also states: Operators must also carry a basic first aid kit and refrain from boating during inclement weather. Reporting any accident to the Tourism Department within two hours has been made compulsory. Manual rowing remains the only permitted mode of propulsion. The use of motors or mechanical systems is banned unless specifically approved. Any violation will lead to the immediate seizure of the boat. “The department has also reinforced the implementation of government-notified fare rates. Rate cards must be displayed clearly on each boat. Overcharging or demanding additional payments from tourists is strictly prohibited and punishable. Random safety checks will be conducted to enforce compliance. Any violations could result in the suspension or cancellation of registration and seizure of the vessel,” the order reads. Pertinently, four members of a family fell into Dal Lake when their shikara capsized in the interiors of the lake—(KNO)
